ILC Commissioning Framework - call for comments

The NDIA is seeking feedback on key elements of the commissioning framework from people with a disability, families and carers and service providers.

Tandem invites members to provide feedback on the NDIS Information Linkages and Capacity Building (ILC previously known as Tier 2) Commissioning Framework.


The ILC Policy Framework was endorsed by the Council of Australian Governments (COAG) in July 2015 and will have an associated budget of $132m by 2019-20. The NDIA intends to run yearly competitive rounds of grant funding for ILC and both registered and non-registered providers will be able to apply to provide ILC services. The NDIA is seeking feedback on key elements of the commissioning framework from people with a disability, families and carers and service providers. Tandem will be attending scheduled consultations and preparing a written submission representing the views of mental health carers as accurately as possible. You are invited to review the attached document and provide Tandem with your thoughts on:


1. The proposed outcomes for ILC and the best ways to measure them
2. How to prepare the sector for outcomes-based performance measurement
3. How to grow social capital in the sector, particularly volunteering
4. How to prepare the sector for the requirements of the ILC sourcing process
5. ILC in rural and remote areas
